Program Manager, Operations and Grants – School Improvement Grid

THE SCHOOL DISTRICT OF PHILADELPHIA
Coordinates and monitors menu of services and supports and related service components under the aegis of the Office of Curriculum, Instruction and Assessment.  Coordinates and monitors grant activities for the School Improvement Grant (SIG) and ensures that all activities are measurable and include a plan for how to evaluate success. Oversees programmatic and budget activities for SIG funded programs. Assists the SIG schools in achieving programmatic effectiveness in the operational aspects while maintaining compliance with all applicable federal, state and local guidelines. Ensures that data pertaining to SIG activities is systematically collected, reviewed and maintained. Provides leadership for and directly participates in all operational phases from initial project design through summative evaluation, with a particular emphasis on delivery of support to schools. Acts as a resource person for menu of supports for itinerant and site-based District personnel as well as for staff from various community-based partner or contracted agencies.

Essential Functions

  • Monitors the provision of SIG services to program participants; maintains appropriate records and files on all program activities to maintain compliance with federal and state guidelines; generates annual reports for funding as well as internal data and reports on the programs and services provided by SIG; submits reports in accordance with predetermined timelines.
  • Assesses the propriety of program expenditures and participates in budget planning for SIG. Serves as a liaison between the State Education Agency (SEA), SIG partners and the School District.
  • Responsible for the development and implementation of collaborative structures and partnerships at a designated SIG school(s).
  • Oversee the implementation of interventions and activities, ensuring collaborative partners interact with target population.
  • Works closely with each school’s Grant Compliance Monitor to ensure compliance with grant requirements.
  • Works closely with Grants Fiscal Services budget analyst assigned to the grant program and the school Principals to develop annual budget requests and required documentation.
  • Reviews and analyzes budgets, and starts process for budget amendments both at the state and District levels.

  • create or maintain databases, design spreadsheets and create reports and documents, including Microsoft Office Suite.
  • assess the effectiveness of programmatic activities and to make recommendations for modifications as needed.
  • navigate through the School District of Philadelphia’s systems and funding sources.
  • coordinate and oversee the work of staff and attain effective results.
  • maintain records, monitor program activities and prepare reports on a timely basis.
  • exercise sound judgment and discretion in applying and interpreting policies and procedures. 
  • analyze, interpret and utilize data to make complex decisions.
  • facilitate group discussions.
  • communicate effectively, both orally and in writing.
  • establish and maintain effective working relationships.
Selection Process
Interviews may be conducted to determine how well a candidate meets the established criteria.  Note that not all qualified candidates may be selected for an interview. The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence).
