Finance and Operations Analyst, Charter Schools Office

THE SCHOOL DISTRICT OF PHILADELPHIA

The Finance and Operations Analyst will execute and oversee the Charter Schools Office’s financial performance framework to provide ongoing oversight and assessment of the financial health and fiscal management of the 84 charter schools currently operating in the School District of Philadelphia.  This role will involve analysis of charter school financial reports and budgets, calculation of financial metrics, evaluation of sound business practices, and development of written reports to communicate findings to charter schools.  The Finance and Operations Analyst will be the Charter Schools Office’s financial expert to support full implementation of the Authorizing Quality Initiative. 


Essential Functions
  • Builds and executes the financial performance framework for annually assessing the financial health and fiscal management of charter schools.

  • Serves as a resource ensuring financial monitoring of charter schools receives timely and appropriate attention, leadership and action.

  • Oversees the implementation of departmental financial policies and procedures; assists the Charter Schools Office in achieving programmatic goals and objectives; ensures the ongoing financial monitoring of the division occurs effectively and efficiently.

  • Evaluates the financial health of charter schools, calculating standard ratios and metrics.

  • Works with staff and charter leaders to ensure any financial policy, program and/or deliverable clearly and consistently is understood, communicated and implemented in accordance with applicable law and Charter Schools Office guidelines.

  • Assists in interpreting and ensuring the proper implementation of department and District policies and procedures; ensures staff is kept abreast of any modifications to financial processes and policies.

  • Assesses adherence to generally accepted standards of fiscal management, including internal controls, conflicts of interest, and the appropriate exercise of fiduciary duties.

  • Develops written reports and tools for displaying financial outcomes of charter schools

  • Communicates regularly with charter leaders and business managers regarding financial outcomes and areas of concern

  • Reviews annual audited financial statements and leads follow-up with schools regarding audit findings. 

  • Provides the financial expertise in the Charter Schools Office to inform decision making.

  • Organizes and facilitates adhoc analysis, trends, projections and reports; compiles data and statistics; prepares narrative reports and presents to appropriate leadership and supports charter sector initiatives.

  • Keeps abreast of current research, trends, methods and practices related to charter school financial monitoring

Demonstrated knowledge of:
  • Generally accepted standards of fiscal management/GAAP.
  • Standard indicators of financial health.

Demonstrated skill in :

  • Critically analyzing problems and making sound decisions or recommendations to remedy problems.
  • Assessing needs, organizing material, evaluating data and developing and executing plans.
  • Leading and implementing broad-based operational initiatives and broad-based programs.
  • Leading large-scale financial processes and projects.
  • Writing technical/analytical documents.
  • Prioritizing and managing competing assignments.

  • Analyze financial statements, including CAFRs.
  • Analyze complex problems and create viable solutions.
  • Exercise sound judgment and discretion in applying and interpreting policies and procedures.
  • Build partnerships and effective working relationships to solve complex operational matters.
  • Make cogent decisions and recommendations.
  • Prepare and present comprehensive written and oral reports.
  • Communicate effectively, both orally and in writing.

Selection Process
Selected candidates will participate in an interview process.  Please note that not all qualified candidates may be selected for an interview. The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence).
