Deputy Inspector General of Auditing

THE SCHOOL DISTRICT OF PHILADELPHIA

At the direction of the Inspector General, the Deputy Inspector General will oversee the OIG’s Division of Auditing.   The Deputy Inspector General will develop and implement internal standards and case management procedures, guide investigative activity, evaluate and edit written work product developed in connection with audit related investigations, and provide overall direction to the division.  The Deputy Inspector General of Auditing will work closely with the Deputy Inspector General of Investigations to oversee a broad array of independent review and governance functions including those related to internal and external audits/examinations, code of ethics and regulatory compliance. 


Essential Functions
  • Serves as the policy development and management official of the internal auditing division.
  • Plans, directs and oversees, through subordinate staff, all aspects of the District’s internal auditing program as approved by the Inspector General; develops an audit implementation plan and departmental priorities; oversees and monitors the allocation of departmental resources. 
  • Participate in the day-to-day auditing activities; prepares and maintains necessary records and reports.
  • Executes policies or operating objectives in one or more operating units or participates in the integration of plans and projections of related organizational units.
  • Schedules projected work programs which address questions of allocation and the determination of resources, program definition, interpretation and implementation, and accountability.
  • Communicates with the Inspector General on a regular basis on the status of internal controls, risk management, and governance within the school system.
  • Serves as the liaison between the District and federal, state and local government auditors and contract auditors.

Demonstrated knowledge of:
  • Auditing and accounting standards and principles.
  • Effective supervisory techniques and methodologies.
  • Generally Accepted Accounting Principles (GAAP).
  • Generally Accepted Auditing Standards (GAAS).
  • Program service objectives, operational systems and program evaluation methods.
  • Analytical and organizational skills.

Demonstrated ability:
  • Develop and manage a major internal auditing services program.
  • Estimate and budget for future needs and costs related to personnel, space, equipment, supplies and services.
  • Establish credibility with internal as well as external parties.
  • Adhere to professional standards.
  • Direct and oversee subordinate management personnel.
  • Analyze administrative programs and adopt effective courses of action when necessary.
  • Develop, install and evaluate new and revised methods, procedures and performance standards.
  • Learn District policies and procedures.
  • Create a work environment that is conducive to productivity.
  • Exercise judgment and discretion in developing, implementing and interpreting departmental policies and procedures.
  • Make public presentations.
  • Effectively communicate, both orally and in writing.
  • Establish and maintain effective working relationships.

Selection Process
Selected candidates will participate in an interview process.  Please note that not all qualified candidates may be selected for an interview. The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence).
