Facilities Training Manager

THE SCHOOL DISTRICT OF PHILADELPHIA
Plans and implements a comprehensive training program for building engineers, maintenance and supervisory staff in the office of Facilities and Operations. Conducts needs assessments to determine specific training areas and develops training activities which address identified needs.  Develops course content and selects the appropriate materials to be used in the training process. Stays abreast of training and retraining needs of staff and devises effective means to motivate and instruct Facilities personnel. 

Essential Functions

  • Assesses divisional training needs; confers with management to gather information on priorities and specific training needs; plans, determines and coordinates the training program to support the overall objectives of the department.
  • Plans and develops course content; reviews new training materials and selects training materials; reviews and updates course content due to changes in laws and regulations as well as best practices; purchases equipment, materials and tools to be utilized in the program.
  • Implements a program which includes training on custodial methods and procedures, preventative maintenance, engineering, time management, supervisory skills and CPR/AED; ensures that the training reflects standard industry practices and new techniques.
  • Plans, assigns and reviews the work of subordinates involved in the training of Facilities personnel; schedules classes for personnel and establishes training schedules; monitors training sessions to determine their effectiveness in meeting assessed needs.
  • Conducts biweekly conferences with Local 32BJ and Building Engineer Trainees on their progress in the training program.
  • Coordinates seminars and workshops with vendors and licensing agencies; schedules and notifies employees who require recertification.

Knowledge, Skills and Abilities
Demonstrated knowledge of:
  • the methods and procedures involved in planning, developing, conducting and evaluating a comprehensive training program.
  • the methods and materials used in industrial cleaning and in the operation and maintenance of complex HVAC systems.
  • the safety factors involved in industrial cleaning and in the operation of HVAC equipment.
  • the materials and tools used in training.

Demonstrated ability to:
  • review and analyze training programs and update courses in accordance with changes in governmental regulations and District initiatives.
  • plan, develop and administer training programs for building engineers, maintenance and supervisory personnel.
  • evaluate personnel development and training needs.
  • assess the skill levels of persons of varying learning capabilities.
  • select and adapt available materials and to prepare original material for training.
  • operate a personal computer.
  • express ideas effectively, both orally and in writing.
  • establish and maintain effective working relationships.

Minimum Requirements
  • Bachelor’s degree from an accredited college or university.
  • Four years of full-time, paid, professional experience in the operation and maintenance of large commercial or multiple facilities, two of which have included responsibility for training custodial and maintenance staff on cleaning techniques, and trades employees in the operation and maintenance of HVAC systems.
  • OR
  • High school diploma or equivalent.
  • Seven years of full-time, paid technical experience on the operation and maintenance of large commercial or multiple facilities, three of which have included responsibility for training custodial and maintenance staff on cleaning techniques, and trades employees in the operation and maintenance of HVAC systems.

Selection Process
Selected candidates will participate in an interview process.  Please note that not all qualified candidates may be selected for an interview. The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence).
