Parent Coordinator, Family Engagement

THE SCHOOL DISTRICT OF PHILADELPHIA
Collaborates with parents, guardians and surrogate parents of children to coordinate the delivery of a comprehensive system that supports the educational process. Coordinates activities to assist parents in understanding and navigating their way through the education process. Provides guidance and direction to all parents, including bilingual and non-English, as they address the educational needs of their children. Establishes and maintains linkages and partnerships with external organizations, governmental agencies and other stakeholders.

Essential Functions

  • Directs, coordinates and oversees all work components to ensure that the program goals and objectives are accomplished within the prescribed timeframe and funding parameters of the District.

  • Monitors assigned areas of responsibility to ensure services are appropriately implemented; monitors and supports parent and school staff in the implementation of systems, policies and procedures related to areas of responsibility and ensures program compliance.

  • Implements activities in accordance with the District’s policies and applicable laws; plans, assigns and directs work of assigned staff; addresses complaints and resolves problems effectively and efficiently.

  • Provides consultative services and technical assistance to the academic divisions, schools and families in the planning, development and implementation of student support services in the areas of parent outreach and parent/community engagement.

  • Develops and maintains a library of books, pamphlets and other materials; ensures that the Resource Center is well-stocked and that the required documentation is kept in excellent order.

  • Assists parents in locating information and connecting with appropriate resources to support and increase student achievement; guides parents to internal and external support systems in and outside of the District; keeps parents informed of procedural safeguards related; refers parents to community resources and public service agencies for assistance as necessary.

  • Assists with the development, coordination and implementation of School Advisory Councils by providing technical support and assistance.

  • Participates as the parent representative with advocacy groups and community organization as required by the supervisor.

  • Develops and coordinates activities which facilitate parents/guardians taking an active role in the education of their children.

  • Attends School District professional development sessions.

  • Identifies parent training needs, conducts on-going training sessions and workshops for parents/guardians as required.


Minimum Requirements


  • Completion of a bachelor’s degree program from an accredited college or university.
  • Three years of full-time, paid, professional experience in an educational or social services setting which have involved working with parents and children on issues related to Title I parental engagement.

  • Any equivalent combination of training and experience determined to be acceptable by the Office of Talent and Development.

Knowledge, Skills and Abilities

Demonstrated knowledge of:

  • the problems, concerns and needs of families and children.

  • programs and services provided by a large urban school district.

  • Microsoft Office products.


Demonstrated ability to :
  • articulate federal and state laws pertaining to parental engagement.
  • convey information on community organizations, resources and public services available for families and children.
  • act in a professional manner and maintain a professional attitude towards the public and colleagues.
  • provide exemplary customer service at all times.
  • work with students, parents, coworkers and the public from diverse cultural and ethnic backgrounds.
  • ensure that sensitive student and parent information remains confidential.
  • develop and schedule training sessions on various topics.
  • participate in appropriate training, workshops and staff development activities and apply what is learned on the job.
  • accept new challenges and develop best practices.  
  • attain effective results, complete assignments in a timely manner and work with minimal supervision.
  • use the computer applications including Excel, Power Point, and Microsoft Word.
  • maintain records and prepare reports.
  • operate a personal computer.
  • express ideas effectively, both orally and in writing.
  • establish and maintain effective working relationships.
    
Selection Process
Interviews may be conducted to determine how well a candidate meets the established criteria.  Note that not all qualified candidates may be selected for an interview. The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence).
