Student Disciplinary Hearing Officer

THE SCHOOL DISTRICT OF PHILADELPHIA

Facilitates fair and impartial disciplinary hearings for students who have committed Level II violations of the Code of Student Conduct in grades K-12 as well as hearings for students returning to the District from delinquent placement and have requested an appeal of the alternative education assignment.  

Essential Functions

  • Ensures the evidence presented by the school at the hearing is in accordance with the Code of Student Conduct and/or provisions under Act 88 (legislative statue that created the mandated transition program for adjudicated delinquent youth returning to the School District of Philadelphia); upholds or overturns the school’s request for a disciplinary transfer, a lateral transfer or a contract if appropriate.
  • Serves as an impartial Disciplinary Hearing Officer for students as it pertains to state, local and District procedures. 
  • Oversees the recording, assessment and the submission of hearing decisions reports to the Office of Transition and Alternative Education, the parents/guardians and the schools.  
  • Transcribes hearing decisions in a timely manner for distribution (no more than five business days after the hearing).
  • Maintains a comprehensive database of hearings.
  • Ensures families are quickly connected to the offices that make placements.
  • Provides professional development to school staff on the Discipline process.

Knowledge, Skills and Abilities 

Demonstrated knowledge of:

  • laws and mandates that govern student discipline and school safety including the Code of Student Conduct.
  • state and local laws that pertain to alternative education.
  • the theory and principles of child growth and development.
  • juvenile justice, social services, child welfare or behavioral health.

Ability to:

  • learn and interpret disciplinary policies and procedures.
  • analyze a wide variety of facts and make recommendations in relation to prescribed policies and procedures.
  • operate a personal computer.
  • communicate effectively, both orally and in writing.
  • establish and maintain effective working relationships.
