Job Description

Primary Role and Purpose:

Responsible for all District financial activities and accounting functions to include the general ledger, accounts payable, accounts receivable, purchasing, payroll, bank and balance sheet reconciliations, overseeing annual audit, insurance and tax reports, and planning and monitoring of cash flow. Prepares accurate and timely financial and statistical reporting from District-wide and program-based accounting systems. Formulates, recommends, and implements sound fiscal policies, procedures, and controls.

 

Education: 

·         BBA from an accredited university, in accounting or finance

·         MBA preferred

 

License or Certification:

·         CPA preferred

 

Skills: 

·         Strong skills in Analytical and Strategic Thinking

·         Accounting Maintenance

·         Budget Maintenance

·         Advanced computer aptitude and proficiency including expert use and knowledge of MS Excel

·         Able to manage multiple projects simultaneously with superior attention to detail and follow-through

·         Self-starter and independent thinker who has the desire to work in a fast-paced organization

 

Experience:

·         Minimum of 5 years of experience in public school accounting, required; charter school accounting, preferred but not required

·         Expert working knowledge of school business and student administrative software packages including WebSmart (Harris School Solutions), TxEIS, and/or Skyward, preferred

 

Responsibilities and Duties:

The specific assignment will include one or all these areas: budget administration, managerial and financial accounting.

·     Ensures compliance with the Texas Education Agency Financial Accountability System Resource Guide (FASRG)

·         Oversees, reviews, and codes to the General Ledger

·         Posts Journal Entries, i.e. disbursements

·  Works with senior management and campus leadership in Budget Planning, Development, and Implementation

·         Processes Budget Amendments, as needed

·         Tracks Budget Expenditures

·         Performs Cash Management duties

·         Reviews all District finances, including financial statements and bank statements

·         Responsible for financial expenditures and compliance reports

·         Prepares financial reports for CEO/Superintendent and Board members

·         Approves Requisition Forms requesting purchase orders for invoices to be paid

·     Participates in Federal funding application processes and ensures that reporting for Federal funding is completed within required timeframes

·      Ensures that Federal program funds are allocated and spent in accordance with applicable rules and regulations

·         Requests Federal drawdowns for Federal grants

·         Responsible for commodities selection through the Texas Department of Agriculture

·         Submits monthly meal claims for the National School Lunch and Breakfast programs

·         Responsible for commercial general liability, property, and casualty coverages

·         Assists with development of policies and procedures and ensures compliance with district investment policies, strategies, and banking policies/guidelines

·         Provides supervision, direction, and assistance to business operations departments within Financial Services

·         Directs annual audit activities with auditors and executes audit plan under the direction of the CEO/Superintendent

·         Performs other job-related duties as assigned by the CEO

·         Exceptional communication skills with ability to present analysis and findings in both verbal and written formats to all levels of management and group size

·         Outgoing personality and ability to establish rapport and work efficiently with all team members serving various functions at various levels

·         Extended hours may be required

·         Dual language – English and Spanish preferred but not required

·         Travel may be required

 

Type of Assignment: Full-time, Exempt

 

Salary: Commensurate with experience and qualifications
