Job Description
SUMMARY Responsible for the direct management and supervision of the Furniture, Fixture and Equipment (FF&E) purchasing project team; facilities maintenance; site maintenance; custodial services; environmental services and transportation purchasing; and contract team. Perform complex technical work related to the development and execution of materials, equipment, and service contracts for the district, schools, and departments. Assist the Director of Purchasing Services in planning, organizing and coordinating programs, functions and activities of the Purchasing Department. Assist in management and coordination of all procurement and contracting activities including surplus disposal and Corporate Sponsorships. Assist the Director by providing leadership organization wide. Duties include evaluating personnel and program performance.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Manage the operation of the purchasing/contracting activities for the district, and for the support services purchasing and contract teams per District and Board Policy.

Negotiate favorable contractual terms and conditions on contracts and purchases in accordance with contract law, Board policy, and district procedures.

Manage, train, hire and evaluate the support services purchasing teams.

Perform complex technical work in the development and execution of materials and service contracts.

Establish and manage the bidding, Request for Proposal (RFP) and competitive negotiation processes per District policy.

Work with other departments to establish FF&E product standards.

Analyze purchasing data to recommend purchasing strategy.

Prioritize issues and solutions and work with managers and department/school staff to resolve issues related to purchasing/contracting transactions and processes.

Develop and maintain strong vendor relations for the District.

Train, advise, and coach department/school staff on purchasing processes and policies.

Recommend business process and policy changes to improve performance of the purchasing program.

Manage and execute special projects as assigned by the Director of Purchasing Services.

Assume a leadership role on District project teams and purchasing committees with other state and local government agencies.

Perform other duties as assigned.

EXPERIENCE 5-7 years public/private purchasing experience including 3 years' experience in contract administration, and 3-5 years' experience in supervision of a purchasing staff. Three years or more experience in public sector preferred. Purchasing experience in facilities management, construction contract management, FF&E, facilities and transportation areas preferred.

EDUCATION AND TRAINING Bachelor's degree in Business, Public Administration, Economics, or closely related

CERTIFICATES, LICENSES, REGISTRATIONS Certified Public Purchasing Official, or Certified Professional Public Buyer, or Certified Purchasing Manager or equivalent preferred for hire. Valid Colorado driver's license.

SKILLS, KNOWLEDGE, & EQUIPMENT Extensive knowledge of and experience in governmental purchasing and contract management including Business Law; State of Colorado statutes governing school district activities and purchasing; Uniform Commercial Code; construction contract administration; and generally accepted public purchasing policies and procedures. Strong management, communication and negotiation skills including conflict resolution skills. Must have a strong customer service focus. Operating knowledge of basic computer skills (Word, Excel, and Internet) required for hire. Ability to use Access and PeopleSoft within 3 months of hire.

DECISION MAKING Ability to make decisions and develop solutions regarding principles and policy. Must have ability to analyze and apply knowledge and experience to develop district purchasing strategy. Recommend and manage problem resolution. Decisions made by this position have a direct impact on schools, the purchasing process, project completion and public perception of the District. Errors could potentially disrupt school and department operation and could cause legal liability related to contracts and public purchasing laws. Errors could potentially result in substantial cost and/or embarrassment to the District.

COMMUNITY RELATIONS Daily contact with classified staff within/outside department, professional staff within/outside department, and vendors/contractors to discuss routine internal matters, obtain/furnish information, resolve routine corrections/adjustments, interpret policy, maintain relationships, and negotiate controversial matters; and with School Support Team to obtain/furnish information, interpret policy, maintain relationships, and recommend policy. Weekly contact with public agencies and local government to obtain/furnish information, interpret policy and maintain relationships. Monthly contact with advisory committees and Administrative leadership team to obtain/furnish information, interpret policy, maintain relationships, and recommend policy; and with general public and community members to obtain/furnish information, interpret policy, and maintain relationships. Annual contact with students, parents, and citizen or patron committees to obtain/furnish information, interpret policy, and maintain relationships.

SPAN OF CONTROL Directly supervises three or more employees in the Purchasing Department. Positions supervised include Purchasing Agent, Buyer, and Buyer Technician. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATIONAL DELIVERY This position is responsible for the procurement of goods and services required by the schools to support the education of students. Responsible for functional support of school staff for the purchasing processes and procedures. Lack of availability or procuring incorrect goods and services or lack of functional support inhibits the delivery and the quality of education provided. The majority of time is not spent on the school site.

COMPLEXITY OF WORK Work is self-directed and guided by established statutes, legal requirements, and the district policies and procedures. The position requires independent judgment, problem solving, the ability to review compiled information, analyze and evaluate information to decide the correct course of action. Knowledge of generally accepted business practices; purchasing business law; Uniform Commercial Code; Board of Education and District policies and purchasing procedures; negotiation and communication skills; and the ability to develop processes that will generate transactions and services in an timely and efficient manner. The position also requires integration of knowledge and the ability to interpret and apply generally accepted purchasing practices with high level technical skill as well as skills and knowledge of contracting and professional service delivery.
