Job Description
SUMMARY: Prepare or assist in the preparation of operating budgets for departments and schools. Provide continual monitoring and comparisons of budgets to actual expenditures and recommend actions for the remedy of deviations and to remain within budget. Participate in the preparation of the operating budgets for the District across all funds. Assist with revenue and expenditure projections and estimates and monitor salary expenditures for the District. Implement and maintain budget control system using both People Soft Financials and Hyperion Essbase database. Work continuously with departments and schools to monitor salary, benefit, and operating expenditures.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Involved on District committees to act as subject matter expert to help solve District issues and provide cost analysis and support.

Assist citizen committees to provide information, collect data and report on committee data collection.

Prepare department and organization budgets across all funds and provide analyses that compare budget to actual revenues and expenditures; explain or make recommendations to address deviations. This is an ongoing project that begins with annual planning and continues with constant revisions. This requires flexibility.

Recommend and problem-solve issues regarding budgetary issues to department heads, Principals, and Financial Services leadership.

Import and post budgets for departments and schools. Run queries and nVision reports in PeopleSoft and use information from queries and reports for schools, departments, and Financial Services leadership.

Prepare financial reports, graphs, and analysis for department management and Financial Services leadership. Prepare and maintain financial studies on salaries, benefits, and the cost of existing and new programs.

Perform budgetary analysis and ensure positions are budgeted and funded. Maintain positions in the PeopleSoft Human Resources system. Monitor accuracy of system data as it relates to payroll expenses, the general ledger, and staffing reports.

Train departments and schools on financial related items (input of data, policy interpretation, resource allocation and interpretation of financial information).

Interpret/implement Board of Education policy, Colorado Department of Education, state, and federal guidelines for principals, secretaries, parents, school/department administrators, banks, financial contacts, and citizen action groups.

Monitor district funds and school spending to assure compliance with Board policy and state law.

EXPERIENCE 3 - 5 years experience in accounting and financial analysis.

EDUCATION AND TRAINING Four years of college or equivalent advanced training to qualify for a Bachelor's degree in management and/or accounting. Equivalent experience will be considered.

CERTIFICATES, LICENSES, & REGISTRATIONS Valid Colorado driver's license.

SKILLS, KNOWLEDGE, & EQUIPMENT Must have previous experience in accounting, mathematics, purchasing procedures, accounts payable procedures, and budgeting. Requires oral communication, writing composition, interpersonal, phone etiquette, advanced computer skills (Windows, Microsoft Office - Word, Excel, and Outlook) and general office equipment (printers, fax, calculator and copiers) at time of hire. Prefer experience using Power Point, PeopleSoft Financials, PeopleSoft Human Resources, and Oracle Hyperion Essbase database. Must have strong public relations and problem solving skills.

DECISION-MAKING Work is varied and may require detailed analysis to determine practical courses of action. Choices fall within the range of specified, acceptable standards, alternatives, and practices. Decision-making is guided by Board Policies, District procedures, State guidelines. Executive Directors, department managers, principals and other district staff will rely on the analysis and reports prepared. Incorrect or incomplete information could lead to overspending or inflated revenue projections. Errors could potentially result in substantial embarrassment and/or cost to the District. Duties are diversified and cross several technical areas or fields within the department. Work requires significant cross training in operational procedures or fundamental technical applications. Duties and actions impact others requiring consultation with other departments.

COMMUNITY RELATIONS Daily contact with students, parents, citizen/patron committees, vendors/suppliers, general public, local government, and media to resolve problems and maintain relationships.

SPAN OF CONTROL This position has no supervisory responsibilities. Responsible for budget development and accountability.

EDUCATIONAL DELIVERY This position serves as a District resource on specific functional areas such as projects, technology, or a business application as it relates to this position. Position requires judgment in the preparation and monitoring of budgets, provides expert advice in the interpretation of the District accounting requirements.

COMPLEXITY OF WORK: Work is self-directed. This position serves as a technical resource on specific functions relating to budget analysis. This position is recognized as a District resource/subject matter expert in a broad specialty area, operational process, and field or program. Requires independent judgment; interpretation of facts which are governed by the Board. Required to make difficult and complex decisions. Strong knowledge of District State, and Federal regulations
