About the Job:

The Employment Services Manager works directly with schools and departments to identify staffing needs and find the best candidates for each position. This includes:

·        Neighborhood schools

·        Charter schools

·        High impact schools

·        Support departments

·        Special programs

Develop and implement innovative school-level plans for attraction and recruitment, and partner with schools as we apply our district strategic vision to action steps in hiring processes. Support grant programs focused on recruitment and retention in our highest need schools.

Meet candidates at fairs, events, on college campuses, and in our sites, and make introductions of candidates to schools.

Use university and college education preparation program relationships to link outstanding candidates to schools, for student teaching and residency experiences.

About You:

·        Passion for human resources, recruiting, the education field, and meeting the needs of our school and support team staffing

·        Actively-engaged strategic partner

·        Experience of 5 to 7 years in human resources, with preference in a school district setting (school principal experience may be considered in lieu of direct human resources experience)

·        Bachelor’s degree required, Master’s degree preferred, in human resources management or related field; prefer coursework or certificate in human resources

Compensation:

Jeffco Public Schools offers a competitive salary and benefits package. Salary range $73,000 - $102,000, determined by candidate experience.


SUMMARY Manage the recruitment and employment of licensed and classified employees for several schools and departments. Coordinate the recruitment process, including recruiting, contract interpretation, and substitute teacher office. Support schools and departments with various employment issues related to staffing, contract, evaluation, and any other HR functions. Provide guidance and interpretation of district and HR policies and practices, association contracts, and related rules and laws. Jointly manage and maintain relationships with universities, college and other teacher candidate sources.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Develop and implement creative sourcing strategies to attract and retain professional/technical, licensed and classified employees, including preparation of advertisements as appropriate.

Partner with assigned schools to develop and calibrate school-specific recruiting criteria and school notices, in alignment with the district strategic plan and initiatives and goals.

Analyze recruitment results to proactively develop recruiting strategies, including working with local teacher preparation programs as appropriate.

Participate in various recruiting events for all staff types, on site and off site. In-state and out-of-state travel may be required.

Manage the employment processing for licensed and classified positions for multiple schools and departments. Supervise the Employment Services Technicians related to employment processing.

Interpret and assist with the administration of the JCEA (teachers) and JESPA (classified and paraprofessional employees) Negotiated Agreements as requested by administrators or other staff.

Investigate and resolve issues pertaining to employee background checks.

Continually seek out and provide ideas for improving department outputs and processes. Participate as a lead department member on implementing appropriate change.

Manage human resources programs such as the substitute teacher process, pre-employment background checks, employee random drug testing, and other similar programs, as assigned.

Provide oversight of data knowledge and use for specific team; coordinate business data definition and use.

Manage, as assigned, specific processes related to classification and compensation, including current position classifications, reclassification requests, and new position/job creation and classification. Develop job descriptions in conjunction with departments and other Human Resources staff. Complete desk audits as required.

Serve as a strategic partner to several schools and departments to ensure effective performance through the deployment of human resources.

Support all HR systems utilized by the department for recruiting, hiring, substitute teachers, background check, and other as needed.

EXPERIENCE 5-7 years' experience in human resources management, employee relations, or a related field, including at least one year of supervisory experience.

EDUCATION AND TRAINING Bachelor's degree in human resources, labor relations, or a related field. Master's degree preferred.

CERTIFICATES, LICENSES, REGISTRATIONS Professional Human Resource or Senior Professional Human Resource certification preferred or willingness to obtain within one year. Valid Colorado driver's license.

SKILLS, KNOWLEDGE, & EQUIPMENT Knowledge of recruitment and employment selection strategies, employment law and negotiations, Federal Drug and Alcohol Testing Regulations, EEOC, Americans with Disabilities Act (ADA), Family Medical Leave Act (FMLA), and workers' compensation. Basic computer, mainframe, and word processing experience.

DECISION MAKING Decision making requires independent judgment, knowledge of employment law, understanding of District organization and educational needs/requirements, compliance with federal and state laws and policies, understanding of controlled substance and alcohol testing procedure/policy, application of professional standards, and understanding of negotiated agreements. Errors in decision making could impact co-workers, employing department, Human Resources Department, and District liability, leading to embarrassment or cost to the District.

COMMUNITY RELATIONS Daily contact with classified staff and professional staff to negotiate controversial matters, and with advisory committees to recommend policy. Monthly contact with school support team, administrative leadership team, the Board, and public agencies to recommend policy, and with students, citizen/patron committees, general public, and local government to exchange information and maintain relationships. Monthly contact with vendors/contractors to discuss contracts.

SPAN OF CONTROL Directly supervises approximately three employees in the Employment Services Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

EDUCATIONAL DELIVERY Provide for the recruitment and employment of highly qualified classified staff that support the District mission of student achievement and the District's targets and goals. Provide support services for staff development and training and personnel services. The majority of time is not spent on the school site.

COMPLEXITY OF WORK Requires independent thinking, judgment, analytical skills, and interpretation of facts in the application of established laws, policies, and agreements. General procedures are not always applicable.
