Providing educators with differentiated and job-embedded supports, the School District of Philadelphia’s Educator Effectiveness Office is committed to attaining high levels of student growth and achievement through the evaluation, support, and development of excellent teachers and school leaders. Instructional Leader support is provided by a group of highly motivated, skilled, and passionate coaches who design individualized support programs to serve instructional leaders in the field. The Office of Effectiveness establishes and implements strategies for the evaluation, development, and retention of outstanding leaders, working to ensure that a highly effective principal is in every school building.

              

The Manager of the Instructional Leadership Coaching program will provide direct support and oversight to Instructional Leadership Coaches (ILCs). The manager will lead the work of the Instructional Leadership Coach team as they assist principals and assistant principals. Clarifies roles, responsibilities, and expectations as needed and provides ongoing coaching and feedback to ILCs . Ensures that the Instructional Leadership Coach Team evolves and works effectively, setting and meeting time sensitive goals. Participates in the strategic planning process for the Teacher Effectiveness Office.  Ensures that data pertaining to the evaluation of the Instructional Leadership Coach program is systematically collected, reviewed, shared with stakeholders (including Assistant Superintendents) and maintained to proactively address programmatic concerns.

Essential Functions

• Evaluates, and develops a group of high-impact Instructional Leadership Coaches who will be charged with building the capacity of principals and assistant principals to effectively lead learning and school-wide operations; leads coaches to build principals and assistant principals’ capacity to provide action-oriented feedback to teachers and staff.

• Provides the Instructional Leadership Coach team with the resources and strategic leadership it needs to succeed; designs systems and protocols to aid ILCs in their work with principals and assistant principals.

• Communicates the mission of the Instructional Leadership Coach Program to Assistant Superintendents and school leaders.

• Develops implementation plans, benchmarks, and reporting requirements on an ongoing basis; works with the program data analyst to find district-wide trends; identifies target principals and schools to support.

• Supports coaches as they assist principals and assistant principals addressing real-time challenges. 

• Acts as a thought partner to Assistant Superintendents and coaches. 

• Helps coaches to provide customized professional development to principals and assistant principals.

Other Functions

• Collaborates with other District staff and departments to further support implementation of the District’s Action Plan 3.0, including professional development design.

• Leads the Instructional Leadership Coach team with innovation and insight; monitors the progress of the Instructional Leadership Coaches; makes site visits and conducts evaluations and annual reviews.  

• Serves on the leadership team of the Office of Effectiveness; contributes to the success of reaching its goals to attain high levels of student achievement through effective teaching.

• Attends meetings and on-going training as required.

• Performs other duties as assigned.

Minimum Requirements

• Master’s degree program from an accredited college or university.

• Six years of full-time, paid professional educational experience, at least three of which have been in an administrative or supervisory capacity and involved coaching principals, providing professional development to principals and/or teachers and leadership development and leading a team of teachers or instructional coaches or principal coaches.

Selection Process
Interviews may be conducted to determine how well a candidate meets the established criteria.  Note that not all qualified candidates may be selected for an interview. The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence).
