Reporting to the Superintendent, the Chief District Performance Officer is charged with the mission-critical task of creating a service-oriented and accountability-focused environment. The Performance Office will implement The School District of Philadelphia’s System of Great Schools approach, focused on ensuring that good schools are supported and promoted, innovative ideas flourish, and poor-performing schools are not left to languish. The District Performance Office supports the Superintendent’s Action Plan 3.0 by holding all schools to a rigorous bar for performance to ensure all students have the access to a high-quality education. The District Performance Office will use the School Progress Report, an innovative tool that measures schools across multiple dimensions, to drive evidence-based, transparent decision-making about school intervention, replication, renewal, and expansion for district-run and partner-operated schools. The Chief District Performance Officer is a member of the District’s executive leadership team and will manage an office to support the work.
Essential Functions
Serves as a key member of The School District of Philadelphia’s executive leadership team
Sets and manages the performance management structures and processes to drive all district-run and partner-operated schools toward ambitious accountability goals in alignment with Action Plan 3.0
Designs an accountability system to monitor improvements in student outcomes across schools and holds all schools accountable, in partnership with the Assistant Superintendents, to providing all students with an excellent education
Plans and implements the strategic and cohesive vision for the District’s System of Great Schools approach, including expansion and replication of good schools and transformation or closure of chronically under-enrolled and/or under-performing schools to support all district-run and partner-operated schools in improving their students outcomes
Invests and engages key internal and external stakeholders in the System of Great Schools plan
Develops a comprehensive, evidence-based, transparent decision-making process for how schools are replicated, expanded, transformed, or closed
Oversees District and school accountability processes, including the School Progress Report as the driver of performance metrics, and works with staff at all levels to understand and use performance data to inform evidence-based decision making
Serves as the District’s subject-matter expert and resource to other staff members on all issues related to school accountability and performance
Partners with the Assistant Superintendents to ensure alignment across strategic visions and shared understanding of challenges and opportunities that impact schools
Manages the District Performance Office, provides coaching and development to direct reports, and ensures the office is high-functioning and provides outstanding support to schools

Selection Process Selected candidates will participate in an

anecdotal record on file and have not been subject to any disciplinary
action within the past eighteen (18) months, and have an excellent
record of attendance and punctuality during the last three (3) years
(defined as no more than eighteen (18) occasions of lateness or absence
for personal illness in the last three years (3) years with the
exception of one extended long-term absence).

Additional Information
Master’s degree in education, administration, business or a related field from an accredited college or university
Ten years of full-time, paid, professional experience with significant management experience and proven success managing large-scale, strategic, data-driven projects for district-wide or organizational-level initiatives
