Job Title
Director, Leadership Development Programs and Pathways
Directs, develops, and manages leadership development opportunities and pathways to meet the needs of the School District of Philadelphia. Prepares, assesses the needs of and supports aspiring and appointed leaders through a variety of leadership programs that are aligned to the Pennsylvania Framework for Leadership and the District’s principal competencies. Provides leadership and direction in the implementation of activities designed to develop the talent of aspiring and appointed leaders. Work involves formulating and implementing a strategic plan to meet the short-term and long-term needs of the School District. Work additionally involves determining training and personnel development needs for each stage of the District’s leadership pipeline.
Essential Functions
Develops a comprehensive set of leadership development programs and opportunities for aspiring and appointed leaders to meet the needs of the School District.
Collaborates with District administrators and leaders’ supervisors to review organizational goals and participate in the forecasting of District administrative needs as it pertains to school and district leadership.
Defines and manages the design and delivery of professional development for aspiring and appointed leaders; recommends professional development programs and stand-alone materials that support strategic talent development initiatives; works with external partners to design, scale and adopt programming to meet the district’s needs.
Collaborates with leadership teams and leaders’ supervisors and ensures that techniques, curriculum and methods are consistent with District competencies, goals and objectives.
Listens and responds to development concerns, questions and needs of school leaders.
Conducts regular school site visits to understand the required competencies of aspiring leaders, current administrators and schools’ leadership teams.
Organizes and facilitates a variety of complex special programs, including coordinating opportunities offered by external partners that align with the Pennsylvania Framework for Leadership and the District’s principal competencies.
Makes recommendations to the Deputy of Effectiveness and other district executives when appropriate.
Collaborates with other departments to understand and support the skills and competencies leaders need to support the departments’ work.
Reviews educator evaluation and leadership program data to understand areas of strength and weakness to be addressed by development programs and materials.

Adult learning theories, techniques, and coaching/mentoring models.

The effective use of technology in the delivery of professional development programs.
Leadership pipeline theory, supervisory methods and managerial practices.
Demonstrated ability to:
Design and coordinate leadership development programs which support the District’s principal competencies, instructional initiatives and administrative needs.
Support adult learning and professional development strategies.
Plan, organize, and direct talent and leadership development activities and allocate staff resources to provide for aligned, efficient and effective programs.
Communicate effectively both orally, and in writing.
Establish and maintain effective working relationships, in particular, external partners and professional development providers.
Think creatively about program design and delivery.
Actively problem solve in a fast-paced, high stakes environment.
Exhibit executive level judgment.
Selection Process Selected candidates will participate in an
interview process. Please note that not all qualified candidates may be
selected for an interview. The selected candidate must have no
anecdotal record on file and have not been subject to any disciplinary
action within the past eighteen (18) months, and have an excellent
record of attendance and punctuality during the last three (3) years
(defined as no more than eighteen (18) occasions of lateness or absence
for personal illness in the last three years (3) years with the
exception of one extended long-term absence).

Additional Information
Master’s degree program from an accredited college or university.
Seven years of full-time, paid, professional experience in an urban educational setting which have included responsibility for planning, developing and implementing professional development programs for adult learners to improve the delivery of instructional services in alignment with organizational initiatives.
